    The Consumer Price Index for All Urban Consumers report was released Wednesday, showing prices in the Midwest have declined a fifth of a percent in August, but remain higher throughout the year.A large part of the drop in price, Regional Commissioner Charlene Peiffer said, can be attributed to the fall in gas prices.
